1.0 CONCEPT AND FOCUS FOR DELTA STATE VISION 2020

1.1 INTRODUCTION

Delta State is one of the 36 states of Nigeria with a population of about 4 million, growing at about 3% per annum. The State is blessed with enormous human and economic resources, fertile soils, rich forests, rivers and sea shores with abundant supply of fish and other aquatic products as well as various minerals, particularly oil and gas, for which the state accounts for about 30% of the nations output. Other significant minerals found in the state are kaolin, clay and silica.

 

  1.2   Since his inauguration on May 29, 2007, His Excellency, the Governor, Dr. Emmanuel Eweta Uduaghan, has been implementing a 3-point Agenda for the short and medium term development of the State. The Agenda consists of the following key elements, namely:

  1. Peace and Security
  2. Human Capital Development, and
  3. Infrastructure Development

The Administration has recorded several milestones in the implementation of the 3-Point Agenda. Below are some of the notable achievements:

A.      PEACE AND SECURITY:

·                     Establishment of Delta Waterways  Security Committee;

·                    Strengthening and funding of the Delta State Oil Producing Areas Development Commission (DESOPADEC).

·                    Provision of vehicles to support the operation of the Joint Police, Navy and Army Patrol in the State;

·                    Re-opening of Riverine Schools.

·                    Engagement of the youths of the State in gainful employment and dialogue

·                    Building bridges of unity across the State. 

 

B.               HUMAN CAPITAL DEVELOPMENT

 

·                    Payment of NECO and WAEC fees for  Public Secondary school students in Delta State;

·                    Establishment and equipping of various skill acquisition centres across the State;

·                    Widening  the scope of the Micro-credit  Scheme for the unemployed;

·                    Free  health care programme for pregnant women and children under five years of age;

·                    Forwarding the Child Rights Bill to the State House of Assembly for enactment.

 

C.               INFRASTRUCTURE DEVELOPMENT

 

·                    Pursuit of the implementation  of the Koko Export-processing Zone;

·                    Completion of Olomu Bridge;

·                    Continuation of dualization work on roads in Ughelli, Warri  and other cities;

·                    Construction of an International Airport in Asaba;

·                    Initiated action on the expansion of Osubi Airport to accommodate bigger aircrafts;

·                    Provision of street lights in Asaba, Warri and Agbor;

·                    Construction of utility markets at Mosogar, Ekwuoma, Abavo and Patani.

·                    Construction of Trans-Warri Road through Ubeji to Ode-Itsekiri.

 

D       OTHERS

 

·                    Forwarding of the Delta Integrated Development Agency Bill  to the House of Assembly for enactment;

·                    Forwarding of the Fiscal Responsibility Bill to the House of Assembly for enactment;

·                    Engaging investors at home and abroad for development of key projects in the State.

 

1.3     His Excellency, the Governor, is committed to the rapid development of the State and resources are being mobilized towards this end.  However, in tandem with the National Vision to place Nigeria among the 20 largest economies in the world by 2020, His Excellency, the Governor, is determined to articulate a vision and a perspective plan based on the collective aspirations of all Deltans to ensure that Delta State maintains a pride of place in the envisioned economy of Nigeria by 2020.

1.4     THE FOCUS OF DELTA STATE VISION 2020

Delta State Vision 2020 shall provide the much-needed platform for a shared vision of Delta State by Deltans. The Vision Document shall give clear insight into the long term direction, which Delta State needs to move. It will give focus to the formulation of policies and programmes which will in turn link current actions to the achievement of long term goals.

 

1.5     CRITICAL SUCCESS FACTORS:

1.5.1  CLEAR DEFINITION OF THE VISION

It is imperative that the vision be concise, clear and easily understood by the generality of stakeholders. Apart from the vision statement, there has to be the salient elements and the complementary visions at sector levels. The vision statement should be accompanied by what it will take (strategies, targets, programmes, etc) to attain the desired goal. Funding levels and current challenges should not blur the vision. The challenges should be on how to overcome them.

1.5.2  LEADERSHIP COMMITMENT

A vision must be championed and passionately driven by the highest level of leadership. Commitment to the vision must transcend the incumbent administration hence it must involve the entire leadership and the people.

1.5.3 SHARED OWNERSHIP AND INTEGRATION

It is imperative that the process of articulating the over-all goals and key strategies should be transparently inclusive, through the involvement of a broad spectrum of stakeholder groups and socio-political shades of opinion. This must be reflected in the composition of the vision institutions and method of gathering inputs for the formulation of the plan.

The vision and the long term perspective plan must be well integrated to meet economic and socio-political aspirations and its strategies, goals, targets, etc., must be properly harmonized. The plan should define and integrate the short, medium and long term

components of planning with the perspective plan driving the annual and medium term plans.

 

1.5.4    INCLUSIVE DEVELOPMENT

There is a need to get people involved at all levels in the development of the vision in order to enhance ownership, participatory implementation and accountability. The process must therefore involve:

 

·        The State Government

·        The Local Government Councils

·        Communities

·        Traditional Institutions

·        Private Sector

·        NGOs etc

 

1.5.5    RESOURCES

The development of the Delta State Vision 2020 document requires a sizeable amount of human, financial and other resources to ensure its success.

Under its public-private partnership arrangements, the oil companies, banks and other financial institutions, large scale enterprises, Development Partners, NGOs may assist in the following areas:

 

(i)       Provide funds

(ii)     Designate activities that they would fund [meetings, events, printing,

                    publications,  etc]

(iii)    Provide equipment, computers, vehicles, photo copiers, etc.

(iv)    Second experts.

 

2.0       INSTITUTIONAL FRAMEWORK

          The institutional framework of Delta State Vision 2020 comprises;

(i)      The Council 

(ii)     The Steering Committee

(iii)    Sub-Committees or Thematic Work Groups

(iv)    The Secretariat.

 

2.1    DELTA STATE VISION 2020 COUNCIL

 

          The Delta State Vision 2020 Council is the apex body providing leadership and           direction to the visioning process. The Council comprises the following   members:

2.3    TECHNICAL SUB-COMMITTEES / THEMATIC WORK   GROUPS

 

There will be a number of technical Sub-Committees or Thematic Work-Groups, which will address thematic or sector specific areas. The sub-committees will submit their reports to the State Steering Committee.

 

2.4    SECRETARIAT

 

The Ministry of Economic Planning is the Secretariat of the Delta State Steering Vision 2020 Council and the State Steering Committee. The Secretariat shall be assisted by external Consultants/Resource persons.

 

3.0     TERMS OF REFERENCE  

 

3.1     THE VISION COUNCIL

 

(i)      Provide leadership and support for the visioning process;

(ii)   Consider and approve the recommendations of the Steering Committee

            with respect to the Vision Statement, Goals, Targets, Priorities,

            Strategies and Programmes;

     (iii)  Review progress of work and give necessary directives

     (iv)  Approve the Vision Document and modalities for its implementation.

 

3.2            DELTA STATE VISION 2020 STEERING  COMMITTEE

 

(i)                Undertake comparative studies of best practices in the area of long term

                planning and visioning process

          (ii)     Develop the Vision Statement and its elements

(iii)           Propose appropriate Goals, Targets and Strategies for achieving the socio -        economic objectives

(iv)           Guide and assist the Sub-Committees to develop their own components of Delta                  State Vision 2020 in accordance with the guidelines and priorities approved by           the Delta State Vision 2020 Steering Committee

(v)      Develop and implement strategy for obtaining inputs from stakeholders

(vi)           Arrange state-wide dissemination of information to pave way for the widest       participation and buy-in by stakeholders

(vii)        Determine research studies needed to generate data for the preparation of the      Vision

(viii)      Develop a result-oriented communication strategy that will mobilize stakeholders      to action and also regularly monitor annual progress towards the attainment of the      Vision

(ix)           Liaise with Federal and State counterparts on the preparation of the Vision

(x)      Prepare and deliver to the Council, the draft Vision Document

         

3.3            SUB-COMMITTEES / THEMATIC WORK GROUPS

 

(i)      Review previous reports and documents - Think-Tank Report, Transition           Committee Report, Delta SEEDS Documents, NDDC Master-Plan, Baseline           Studies, NDES, Housing in Niger Delta Report, General Ogomudia's Report, etc.

(ii)        Ascertain the parts of these Reports that are relevant to the Sub-Committee's     assignment and evaluate the extent of work done regarding the thematic subject            areas by the relevant MDAs and come up with where we are now.

(i)                Collate and analyze other relevant information and data required for the articulation of the Vision and Programmes of their respective subject areas.

(ii)             Define the proposed Vision, Objectives, Targets, Strategies and Priorities for their respective subject areas

(iii)           Propose action plans, implementation and monitoring strategies for their respective subject areas

(iv)           Provide briefing on progress of work to the State Steering Committee on a regular basis

(v)             Undertake any other assignment as may be directed by the State Steering Committee

(vi)           Produce and deliver the final report of the Sub-Committees/Thematic Work-Groups to the Steering Committee

 

3.4            SECRETARIAT

 

The Ministry of Economic Planning is the Secretariat for the Project. The Secretariat has responsibility for the following;

          (i)      Secretarial Support and Coordination

          (ii)     Logistics

          (ii)     Research

          (iii)    Documentation Support

          (iv)    Project Management

          (v)     Collation of Reports
